Caleb’s Vision for
Our Community
A Platform for Stronger Neighbourhoods
-
Good government starts with listening.
I believe residents deserve a councillor who lives in the ward, answers emails, returns phone calls, explains difficult decisions, and is honest about both the opportunities and the challenges facing our city.
What's next
Continue regular neighbourhood updates through email and social media.
Remain accessible, responsive, and transparent.
Keep explaining not just what Council decides, but why.
-
Housing is the foundation of a healthy community.
Over the last four years we've helped get the City into the housing game through the Municipal Development Corporation, the ADU Grant Program, downtown housing incentives, and support for thousands of new homes across the city.
What's next
Deliver the 492-unit co-op housing project on Ontario Street.
Pushing for more supportive housing.
Continue using underused city land to build homes people can actually afford.
-
The former GM lands have the potential to become one of the most exciting new neighbourhoods in St. Catharines. But I also understand the frustration. Progress hasn't been fast enough.
Over the last four years we've continued pushing the site forward through by-law enforcement, environmental remediation, and the Ontario Street Secondary Plan, which lays out a vision for a vibrant mixed-use neighbourhood connected to Twelve Mile Creek while ensuring the site is cleaned up before redevelopment.
What's next
Pushing for a safe and transparent cleanup.
Continue working with our MPP to hold GM and the property owner accountable.
Find the right development partner to move the site forward.
Transform the former GM lands into a complete neighbourhood with homes, jobs, parks, and public spaces.

Everyone deserves to travel safely, whether they walk, cycle, drive, or take transit.
Like yours, my children walk and bike these streets too. Every child should be able to get to school safely, and every senior should feel comfortable crossing the street. We've added pedestrian crossings, improved road safety, and adopted an Active Transportation Master Plan. Now it's time to keep building on that progress.
What's next
Pedestrian lights at the Lake Street crossing.
Raised crosswalks around schools, particularly on First St. Louth.
Rebuild York Street with neighbourhood safety in mind.
Continue advocating for free transit for students and seniors.
-
Great public spaces bring communities together.
We've renewed neighbourhood parks including Sunset Beach, St. Patrick's Park, and Alex Mackenzie Park while expanding our urban tree canopy.
What's next
Deliver the Fairview Park renewal.
Build a new recreation and aquatic centre with space for seniors—because every child deserves the opportunity to learn to swim, and every resident deserves access to modern recreation facilities.
Create a dog park in Martindale.
Continue investing in neighbourhood parks across Ward 4.
-
A vibrant downtown benefits the entire city.
We've supported more housing downtown, created Welcoming Streets Initiative, and worked to strengthen our arts, culture, and restaurant scene. A vibrant downtown benefits the entire city. It's where we gather for festivals, support local businesses, enjoy great restaurants, and welcome visitors to St. Catharines.
What's next
Expand the programs that are improving safety downtown, like Welcoming Streets.
Support more housing projects that bring residents into the core.
Hold vacant property owners accountable such as the Old Enbridge building on Church St.
-
The best way to keep taxes affordable is to grow wisely.
I've supported housing and employment growth where it makes sense—downtown, along major corridors, and near transit—so new investment helps pay for the services we all rely on.
What's next
Advocate for a better funding deal from Queen's Park.
Invest in infrastructure that supports future generations.
Grow the tax base instead of simply raising tax rates.
Donate.
Volunteer.
Request a lawn sign.
